That same page lists the gaps. Two groups are not in the database. People held under Connecticut's Youthful Offender Statute do not appear. People held on behalf of federal Immigration and Customs Enforcement do not appear either. Release dates can shift, and the page warns that not every status is processed in the computer system right away. So an empty result is not proof that a person is free or was never held. How to Call or Write for DOC Information

The online search is not the only DOC channel. When the locator comes up empty or unclear, the agency points you to a live contact. The CT DOC Public Information Office handles further offender-information requests by phone and by mail. This is the documented fallback when the website does not answer the question.

Connecticut's open-records law gives you a right to request records, but it does not turn every record into a download. You can ask the agency that holds a record to produce it, subject to copy fees, exemptions, and erasure rules. Federal and ICE Alternatives

Federal and immigration custody sit outside the state system entirely. The East Hartford Police, CT DOC, and the Judicial Branch do not track these holds. The ICE Detention Reporting and Information Line is 1-888-351-4024, weekdays 8:00 am to 8:00 pm Eastern. Federal court custody may require PACER or the U.S. Marshals District of Connecticut. Neither the BOP nor the marshals publish a public mugshot gallery.

Requesting Police Reports from EHPD

The strongest local route for an arrest report or police record is the East Hartford Police Department Records counter. The arrest log only publishes a slice of the data. A full report, with the detail the log leaves out, comes from Records. The police-report FAQ says to come to the department with a case number or the date and time of the incident.

Records hours are unusual, so note them before you go. The counter opens Monday 10:00 am to 4:00 pm and Tuesday through Friday 9:30 am to 4:00 pm. It is closed on weekends and legal holidays. The East Hartford booking path runs from municipal police to the state, not to a county jail.
